I was having the same issue with my Storm (9530 w/ .90 - Verizon).
Do these steps:
- Remove battery
- Resend Service Books*
If this doesn't work, open Options > Screen/Keyboard and change to any other settings, save, then revert back to normal settings.
* If you are on a BES contact your BES Admin and have him/her resend service Books/IT Policy.
