So sometimes my phone says "Say a Command" out loud even though I thought I had everything set up to be silent. Is there any way to turn that function down?

Nope.
If you use Voice Dialling it will say that, if you don't use it, its usually connected to a side key and your accidently pressing it.

You can change you left convenience key to do something other than Voice Dailing.

Whoa, I remember seeing this all the time on the Curve... first time on a Tour.

Either the side button is accidently being pressed activating voice dialing, can be removed/changed by...
Options > Screen/Keyboard > Left/Right Convenience Key Opens

or your phone is defective, which isn't impossible.
