9810 Torch not synching all contacts

I have an issue with a new user's 9810 that I was hoping someone could shed some light on.
The user in question recently joined the company and was given a Torch 9810 (and a laptop with the Blackberry Synch software installed on it). He had an existing blackberry (a Curve... but I'm not sure which model). He said that he used the synch software to transfer all of his contacts from the Curve to the Torch. As far as he could tell, it all went through fine... and he can see his contacts in the Address Book on the Torch.
All told, he has about 150 contacts that show up in his Blackberry's Address Book. When he tries to synch them with his Outlook, Outlook doesnt receive all of the contacts. I checked the synch settings and he's set for a 2-way synch with his Outlook. I checked his Outlook and he has 8 contacts there. When he synchs, they synch successfully back and forth to his blackberry. I added in a test contact in his Outlook and re-synched. The new contact transferred over to his Blackberry successfully (viewing the actual synch shows that it's synching 9 contacts in total).
Note: His calendar synchs fine.
Has anyone else seen this kind of issue before? If yes, what can be done to get all of his contacts to synch?
