BES10 - Do I really need Active Directory in a Domino Domain?

Subject line says it all.
We have an Active directory running on the main site for about 150 members of staff of whom about 10 have devices, currently using Lotus Traveler, which I would like to be able to manage via BES10. This I know is possible so not the reason for the question.
Here comes the crunch, we have 20-30 remote users, not in our AD structure that have Domino accounts and are using Lotus Traveler to receive mail on Android, iOs and OS10 devices. I would like to be able to manage these as well via the BES 10 to gain increased levels of device management, but with no account in the AD I don't think its possible.
Also we have 40 users on old legacy BBs, of whom the majority do not have an AD account, that I would like to include in the centralised management.
I suppose the big question is do I have to budget for an Active Directory CAL for each of these users in addition to the BES10 CAL?
Not going to be an easy sell to the management as there will be no perceived benefit to them of the remote users having an AD account. Also it's going to create an admin mess to maintain two address books, one in Domino and one AD.
