I have bought BlackBerry Passport recently everything seems really great but until I don't know what happened to my phone that I am impossible to change the home screen and lock screen wallpaper.

I have tried to wipe my phone, after that it was possible for me to change but after I restore my backup from my laptop it couldn't change again.

Anyone know what is my problem? is the software problem?

Because I have downloaded an app from internet which called 1Mobile app, is this could be the problem?

Delete the App and try. reboot after deleting the app.

I i have a Passport and I also have 1Mobile Market installed and I have no issues with setting and changing the wallpaper for my screens.

How are you trying to set your wallpaper.

Changing wallpaper is possible. Read the link attached. search for wallpaper unless you want to read thru the guide.
