I think it's geared more towards consumers who may be looking to get into their first smartphone. It's more geared towards regular consumers instead of your average business person or manager. It has the external media keys, a new trackpad, and some neat features without having to buy a super expensive model.
I think people call it entry level because when it first came out, that's how a lot of articles online branded it. The name stuck. That's where I first heard of it and started looking into it.
