Wanted to ask for your assistance in one of the recent issue i had with my Blackberry 9700. For some odd reason - the process in adding mobile contact from a message is not working. It's either my phone will hang or no reaction at all.

The following is the process i do when adding contacts;

Add a contact from a message, call log, or web page
1. In a message, a call log, or on a web page, highlight a contact.
2. Press the Menu key.
3. Click Add to Contacts.
4. Type the contact information.
5. Press the Menu key.
6. Click Save.

This came about when i downloaded some application. Will it help restoring it to it's factory settings?

Unless the BlackBerry itself is damaged, yes, restoring to default will re-enable the "add to contacts" function. You might simply be able to delete your most recently added apps to get that feature back.
