If you happen to be running any of the Beta versions of the DM (7.0.0.0/7.0.0.20/7.0.0.32), and you are running Windows 7, I would also try (After verifying USB cable and connections, etc...) If you have plugged in your phone and it is not being recognized, then open Task Manager in Windows and click on the Processes tab (You device should also be connected to your PC even if it was not recognized)
Rim.Desktop.AutoUpdate.exe *32
Rim.DesktopHelper.exe *32
Rim.Transcoder.exe *32
RIMDeviceManager.exe *32
Click End Process for each of these, cycle power (soft reset) on your device.
Go back to Task Manager and under Processes look for Rim.Desktop.exe *32 and end that.
As your berry boots up, open DM again. Everything should be working.
